The purpose of this Partnership Compact is to mobilize coordinated financing for general education (pre-primary, primary, and secondary) in Ethiopia to achieve transformational change in the national education system.

The compact, which priority is to improve learning outcomes, aims to ensure that bilateral and international development partners work concertedly on national priorities that have the potential to achieve long-term policy outcomes.

The document aligns with Ethiopia’s educational priorities as set out in various national strategic documents and is also based on extensive countrywide consultations.
