Final report of the mid-term review of the PacRef program: Strengthening education in the pacific region

This final report focusses on a broad range of program aspects reflecting PacREF’s overall progress towards meeting the expectations and ambitions of participating countries as defined in the PacREF policy document.

The report includes an assessment of how the six policy principles have been translated and applied in practice by key stakeholders and an assessment of Phase 1 progress against the monitoring evaluation and learning results framework.

In considering these issues, the report then looks at continuous quality improvement and aid effectiveness options as well as a justification to extend Phase 1 for 18 months, i.e., to June 2025.
