Nesmy Manigat, Haiti’s former Minister of Education and GPE Chair of the Finance and Risk Committee, appointed as GPE High-level Envoy and Advisor.

WASHINGTON D.C./Port-au-Prince, September 5, 2025 – The Global Partnership for Education (GPE) welcomes Nesmy Manigat, Haiti’s former Minister of Education and GPE Chair of the Finance and Risk Committee, as High-level Envoy and Advisor to GPE.

"Over the past years, Nesmy Manigat has been instrumental in advancing GPE's efforts to give every child the opportunity to learn. We are thrilled to see him assume a new role as GPE High-level Envoy and Advisor,” said Laura Frigenti, CEO of the Global Partnership for Education. “At home and abroad, he has shown unwavering commitment to education as an accelerator of progress across all development goals - from health and equality to climate action and economic growth.”

Manigat’s appointment comes at a critical time. Today, more than 270 million children and youth are out of school, almost two thirds of whom are in GPE partner countries, undermining these countries’ ability to build skilled workforces and grow their economies to respond to the challenges of a rapidly changing and interconnected world.

I am honored to have been appointed High-Level Envoy and Advisor to the Global Partnership for Education, the only global partnership and fund exclusively dedicated to quality education for all children, particularly in low-income countries. As a former Minister of Education of Haiti and a member of GPE governance over the past 10 years, I know how education can transform lives, communities, and nations,” said  Nesmy Manigat. “I commit to supporting GPE’s upcoming replenishment and to amplifying the voices of children and young people from partner countries. In a world shaken by crises, investing in education is not a choice but a collective urgency. Together, let us make education a lever for children’s well-being, youth employment, peace, and stability.”

A distinguished economist and education expert, Nesmy Manigat served as Haiti’s Minister of Education from 2014 to 2016, and again from 2021 to 2024. Last year, Manigat was elected Chair of the Finance and Risk Committee that ensures that GPE resources are managed efficiently and consistently with its mission, objectives and policies.

Nesmy Manigat will join GPE’s other envoys: Serigne Mbaye Thiam, former Minister of Education and Minister of Water and Sanitation of Senegal; and Ruth Kagia, previously Deputy Chief of Staff and Senior Advisor to former Kenyan President Uhuru Kenyatta. High-level envoys and advisors attend events on behalf of GPE, meet with world leaders and partners, advocate for education at the highest levels of government and provide strategic advice to GPE senior management.
