The partnership compact was prepared after the completion of the Grenada Education Sector Plan (ESP) 2023–2030. It represents the interest and commitment of the government and partners to improve the overall quality of education.

The priority reform identified by the ministry of education and its stakeholders is: Successful implementation of an enhanced curriculum and assessment strategy for lower secondary schools.
