Midterm review of partnership compacts

The reviews are essential for governments and partners to assess the progress in delivering their priority reforms and plan next steps.

Primary purpose

The main goal of a partnership compact midterm review is to:

  • Review progress on the priority reform, gender equality, inclusion, and the enabling factors that support systemic change.
  • Assess the contributions of various programs and actions, and check progress on previously agreed policy triggers to unlock additional (“top-up”) support.
  • Agree on changes to the partnership compact and intermediate actions to speed up progress and improve the delivery of reforms, including actions related to GPE-funded programs. 

Secondary objective

A second important goal of a midterm review is to serve as the basis for the GPE Board's decision on key areas for the next country funding allocation. Outcomes are documented in a memo shared with the GPE Board, including focus areas for GPE funding and potential triggers for top-up funding allocations.

A 3-phase process

1: Planning and self-assessment

The goal is to start planning the midterm review and gather data on the progress of the partnership compact’s priority reforms, to ensure a well-informed and inclusive discussion.

2: Inclusive dialogue and draft midterm review memo

This phase ensures a moment (or moments) where  key stakeholders are able to discuss progress, address challenges, and agree on necessary changes and intermediate actions to accelerate progress.

3: Final midterm review memo and Board decision

Finalize the midterm review memo considering feedback from the GPE Secretariat. The GPE Board will then determine the allocation and invite the country to submit a grant application.
