This partnership compact was developed together with actors from government, partner organizations, and civil society organizations through regular meetings of a local education group, and its sub-technical working group, the Compact Task Team.

It aims to provide equitable access to foundational learning for all children, and to foster an enabling environment for transition from primary to post-primary.
